Each athelete must complete the the shoulder to overhead portion (following the bike both teamates must complete 1 rep before moving on to t2b, then each must complete 2 reps before moving to t2b…) Once to the t2b you will just need to accumulate 14 t2b collectively in order to move on. Only one athlete may work at a time.
